Circulars or other printed matter addressed merely "Tho Householder" have been exempted from tho-increased postago rates, and the present rate of M for each 2oz still stands. Circulars with individual addresses, however, come under the heading of "commercialpapers, books, and printed papers, pattern and sample packets, and unregistered newspapers," and are now charged Id-, for each 4oz or portion thereof, as against tho old rate of id for each 2oz or fraction thereof.
