CONGRESS BOYCOTT TACTICS
, DELHI, 28th February.. The Viceroy,' Lord Irwin, and ■ Mr. Gandhi discussed the Indian situation for three and a half hours. Mr. Gandhi' subsequently told' an interviewer that tho talks may be resumed, and that further reference to London would be necessary. It is understood that the issues are narrowed (Town to three or four cs/.nlial points. / , Lord 'Irwin made offers linking terms for peaec with plans for the continuation of the Bound Table Conference, The Congress Working Committeo subsequently' discussed tho proposals. ; A statement by tho Indian Merchants' Chamber of Commerce declares that the conference, has made no, appreciable advance. Boycott measures-by Congress supporters have seriously hampered the census now in operation throughout India. ■ The tactics in Bombay iuclude the snatching of books from enumerators, one of,whom has been attacked by a mob.
