THE BUREAU BUSY

NO. 5 SCHEME IN ACTION

Since the Unemployment Board has announced its No. 5, scheme, under which the board finds the money and the local authorities the work; material, and transport, the bureau in Buckle street has been thronged with men daily,-and:many are being found work. The number sent out to jobs at the close of registration yesterday afternoon was Hearing tho middle of the second thousand, and tho stall is doing its best to get all applicants away to jobs as soon as they come. The City Council has led in tho number of jobs offering to date, though the Harbour Board and Education Department are also assisting. There was a queue out to the main ; gate at the bureau yesterday aftermoon, and two shifts of throe men were needed to cope with applicants. When the scheme becomes fully operative\ it is Jioped that tho local unemployment difficulty will be largely solved. The new arrangements at the bureau have proved more efficient than th« old. The, arrangement of parties for the twenty-five jobs now working is a matter that takes some thought. In order that the work may be given equitably, it is necessary to find how maaiy days' .work an .applicant is entitled to—two, three, or four —and them the shifts on the particular job havie to be portioned out, either a three-day shift for three-day men, followed by another three-day shift of threte-day men, or, alternatively, a fourday shift for four-day men, followed by a. two-day shift for two-day men, or, again, three shifts for two-day men. Mem who have qualified under the sehenie are still being engaged to-day. It is a point of some importance that only liien who have been out of work for a fortnight can benefit. Napier has its own unemployment problems, and no men aro being sent up there. The No. 2 scheme, with Government subsidy for private- employment, is still being used. Tho money has temporarily run out, but there is a guarantee that more will bo found.
