India's "Man of Peace" has caused consternation among those who had hoped for a fair consider* ation cf the Premier's offer by 'declaring that if Tej Bahadur Sapru (who has arrived from the London Conference) has not brought anything better than the Premier's declaration, then there is no hope of settlement. Furthermore, extremist Congressmen are talking of repudiation of debts. ■..-"
