FIRST STEP TAKEN
TOO LATE FOR EXCUSES
SOME PROGRESS MADE
(British Official Wireless.) (Beceived 11th December, 11.30 a.m.)] i RUGBY, 10th December. Under the heading, "Something An* eoinplished," "The Times," in 4 leader, says: "It is easy to deride tha| Commission, because,' in fact, thai nations of Europe have increased^ rather than diminished their anna« ments while its labours were proceeding. But for that clearly the envoys* and the experts at Geneva, are not re* sponsible, and the various Government!) have at least had the excuse that, mi til some general plan # was approved,) each had only to consider its own posi-i tion. That excuse is now withdrawn^ The first step has been taken. That League has drawn up a scheme byj which disarmament may be achieved) equally and simultaneously, and haa( established a criterion by which each) country may know that the reduction! made by others is the equivalent to) its own. Those who remember the) early dissatisfactions in the Preparai tory Commission, and the completsj divergence of opinion on the first prin* eiplcs, must now feel that in spite oil excursions and alarums elsewhere, the( co-operative principle has made gom«( real progress."
