M. BARTHOU FORMING MINISTRY

PARIS, 6th December. The ex-Premier, M. Louis Barthou^ is forming a Cabinet following M. Poincarc's refusal to do so, on th« ground of ill-health.

M. BartJiou, who was Minister of Justice in. 21. Poinenre's Cabinet, was Premier from March to December of 1913. He has been a member of several Governments since that time, and was a delegate to the Genoa Conference after acting as president of tho Reparations Commission. The Tardieu Cabinet resigned on 4th December on. being defeated in the Scnato by 147 votes to 139 after tho Opposition's interpellation regarding general policy.
