STRIKE PROPOSAL

REJECTED BY-MINERS

BRITISH COAL DISPUTE

MINISTERS CONFER *

United Press Association—By Electris Tel*. graph— Copyright. (Ecceived sth December, 11 a.m.) LONDON, 4th December. The Miners' Conference rejected a proposal for a national strike by 230,000 votes to 209,000. An earlier message said that the Prime Minister, Mr. Ramsay MacDonald, held a conference with the miners, which lasted two hours, alter • which Mr. W. Graham, President of the Board of Trade, and Mr. E. Shinwell, Secretary for Mines, conferred for a further two hours. The Ministers urged the necessity of giving the Act time to succeed. The delegates came away perplexed, and were merely ablo to report Mr. Mac Donald's opinion to the miners, but it was not expected that they would be able to overcome the opposition to the spread-over of hours. A national ballot on the question of a strike was regarded as a strong probability.
