BARGAINING WEAPON
QUESTION IN COMMONS
United Press Association—By Electric Telegraph—Copyright. (Received 4th December, S a.m.) LONDON, 3rd Dec&inber. In. llic House of Commons, the President of the Board of Trade, Mr. W. Graham, told a questioner that a tariff Truce Convention had been signed by Britain, Belgium. Denmark, Finland, Italy, Latvia, Luxembourg, Norway, Sweden, and Switzerland. Sir Philip Cunliffe-Lister (C.) asked: "Is it true that no country is willing generally to discuss tariffs, and that only bi-lateral negotiations are available for a truce, thus giving away our only weapon?" j Mr. Graham ■ replied that the question did not quite represent the position. Without the efforts connected with the Convention, tariffs would have been higher than they are now.
