The New South Wales State s'arliament will open this week, and it is expected to adjourn over Christina s after passing Supply and a Moratorium Bill. , . It is understood that steps arc 0 eing taken 'for the early establishment of a State lottery. The Government's main finan oial schemes will not be announced till the House reassembles after the holm ay, when financial and unemployment problems will engage attention. The proposal for the abolition of $he Upper House will be left till later' .in the session.' Kumour is busy forecasting the fetnuo Government's financial proposals, bt'-t whatever the State Treasurer, Mr. J. 1 . Lang, may have in mind, it re-mains »i well-kept secret. A. big increase in the salaries tax la regarded as certain. A shilling in the* pound is mentioned in place of three-\l pence, but one suggested alternative is a levy of two shillings in the pound on all moneys in tho shape of forced loan bonds bearing interest at 5 per cent., which will be issued to persons and taxed, the levy yielding ten to twelve millions in a year. From this source it is expected that .material assistance will be obtained in absorbing the unemployed.
