(Received ISth September, 10 a.m.) GENEVA, 17th September.
"I have promises of forty votes in favour of the eligibility of China, bnt I don't know whether all the promises will be kept," said the secretary of China's delegation. His doubts were justified. China received 27 votes, falling short of tho two-thirds majority necessary to secure readarissioji to the League Council. Guatemala, Norway, and the Irish Free State were elected to the Council.
