Thomas will try to raise the Imperial Confercnee entirely above party, cither at Home or overseas. "There must be a full and free discussion, not excluding any question. The views of all parties' should be heard, and various Parlia-1 mentary Oppositions ought to be repre-! sented in order that tho conference may meet as an unprejudiced Council, of \ State for tho whole Empire." ,
