WILKINS'S SUBMARINE PLAN __ ' /' NEW YORK, 21st June. The "Herald-Tribune," in a leading Article, commenting on Sir Hubert Wiltons *s proposed Polar expedition, slated that tho project would "restore to Arctic exploration all the glamour of hair-raising adventure of which it is so largely robbed by the punctual exploits of aeroplanes and dirigibles. "Thought of crossing an absolutely uncharterect sea locked up in a submar-ine-beneath the ice was enough to make an ordinary citizen turn pale to think of it, yet Sir Hubert was quite seriously developing his plans, and curiously enough he seems convinced it is all quite safe, and the most natural and practical thing in the world. Tho serious-minded, matter-of-fact undertaking of such an adventure can only heighten one's admiration for Sir Hubert's qualities."
