Sanehcß Guerra did in February, Senor Gasseti the Republican leader, bitterly attacked King Alfonso in a speech.at.Barcelona, He urged a campaign of civil disobedience, including the non-payment of. taxes, till the King restores full con-, stitutional government. ' ' '■• - In a speech at Madrid last February, Senor Guerra, the Conservative exr Premier ,of Spain, said: "The King.no longer enjoys tho confidence of the people. I am not a Republican, but if the people ,want a Republic they have the right to have it."
