(Received 22nd February, 2.30 p.m.) LONDON, 21st February. Conservatives are asking for a day to be devoted to a discussion on the Government's attitudo on the safeguarding duties. The debate will probably be in a fortnight.. It is recognised that normally no Chancellor should be asked to disclose any part of his financial proposals until Budget day, but: it is urged that special considerations have arisen in the general stagnation of industry and the steady growth of unemployment, which has followed ,Mr. Snowden's vague references to his

future intentions. A precedent was set by Mr. Austen Chamberlain in 1921 when lie anticipated the Budget because lie believed it would restore confidence and rcinvigoratc trade.
