Admiral Kato, chief of the naval general staff, interviewed, stated that Japan wants the Powers to understand that tho chum for 70 per cent, cannot menace the safety of other nations. The figure is computed on strictly defensive strategy. That Japan claims ItO per cent, less than America should bo sufficient proof that aggrossion across the Pacific is not contemplated. An attack requires superior force, and speaking as a sailor, not as diplomat, he was- convinced that the 70 per cent, minimum was strictly defensive. America offered 60, which was inadequate; even Cv would not "suffice for'safety.
