Quebec was served on the Dominion Government by Cardinal Rouleau of Quebec, with the Archbishops of Montreal and Ottawa and bishops throughout Quebec. A pastoral, read in all churches, states that powerful influences are working not to improve tho present Divorce Courts, but to establish and extend;innumerable Courts, despite the fact that in Quebec the sentiment is preponderantly that marriage as a-sacrament is indissoluble.
