Tho report of the Empire Economic Committee shows that tho British Empire as such ia not, and cannot be, an economic unit in any strict sense owing to its diversification, but it certainly is an economic federation which is becoming more important from the viewpoint of tho United Kingdom,' as other outlets for our foreign commerce become more difficult to find. It should bo possible without interference with the fiscal policy of any Dominion to increase our trade in tho Empire by carefully planned production and marketing worked out independently of Government intervention by ■tho voluntary co-operation of industrialists.
