Many in Australia believe that America let Australia and the entire British Empire down when it did not join the League— not deliberately, of course, but because of the governmental system of cheeks and balances, which required the Senate's consent. We knew nothing of those checks and balances, and could not have foreseen that the Senate would not pursue the lines followed by Mr. Wilson.
