The "Manchester Guardian's" Berlin correspondent states that a sensation lias been caused by Dr. Sehacht, president of tho liciehsbank and chief Gorman delegate at the Paris Experts' Conference, publishing a declaration that the Young Plan has been so tampered with t 0 Germany's disadvantage that he cannot ensure its implementation.
His declaration lias seriously embarrassed the Government and caused a tall in securities. Its value as affecting the rejection of tho Young Plan on 22nd ■December remains to be s=en Chancellor, as a response to the declaration, will submit a programme of financial reform to the Keichstag demanding a vote of confidence
