BUGBY, 6th December. A discussion in the House of Commons last night on the Unemployment Insurance Bill revealed a strong opposition by Ministerialists and Liberals to Clause 4 of the Bill which defines the conditions under which in certain cases claimants for insurance benefit should be disqualified. The debate aroused much excitement and ultimately, in deference to a strongly expressed feeling that the clause as drafted did not achieve the desired object, the Government agreed to withdraw and redraft it.

Tho olnuse was designed to replace tho present condition excluding from benefit "those., not . genuinely seeking work," which, it is declared, had proved unworkable and had led to certain hardships by permitting too wide- a discrimination by th6se administering tho Act.
