MOSCOW, 4th December. The Soviet reply to the United States' Note has been handed to M.

Herbette, French Ambassador, by M. Litvinoff. It points out that the Unii ted States applied to the Soviet when the latter was directly negotiating with Mukden. Such action was not justifiable. Pressure on those negotiations hence could not be regarded as a friendly act. The Busso-Chineso dispute must be settled by direct negotiations, wherewith interference was not permissible. The Soviet was amazed that the United States, which by its own desire had no official relations with Bussia, should oSer advice and counsel.
