It is now possible to indicate on broad -lines the treatment of foreigners the convention will take by a survey of those draft articles awaiting the final approval of the International Conference which has been sitting for some

time in Paris.

These indicate that the convention will embody all the guarantees to be afforded on the basis of reciprocity by any one State to the nationals of other States, whether they be natural born" or naturalised, after being permitted to establish themselves in the territory of the latter States. These guarantees, which apply not only to the exercise Of all economic activities, but also to civil and legal rights, to the acquisition, preservation, and transmission of property aud interests of all kinds, to charges of a fiscal character, both exceptional and normal, are considered to constitute a complete codification of the law of establishment, haying regard to the various national disparities and conceptions of the law and international practice. It has been generally agreed throughout the discussions that mostfavoured nations treatment in the past has led to differentiation and uncertainty, and an outstanding feature of the convention will bo the freedom permitted to States regarding the admission of foreigners and the right to expel undesirables.

The conference is now sitting from 9 o'clock in the morning till midnight, and yet there remain many important questions to be decided.
