ANTI-BRITISH COMMISSARS
(Received 14th December, 9 a.m.) SHANGHAI, 13th December. The Canton Communists have established a People's Council, modelled on the Soviet Government. One of the most prominent Commissars is the notorious leader of tho Seamen's Union, a sworn onemy of tho British, who hus openly declared that, he aims at crippling Hong Kong's trade and isolating the colony. The Commissar for Waiis the former Chief Secretary, tho Bussian agitator, Borodin. Refugees continue pouring into Houg Kong, principally wealthy residents. The Hong Kong banks are receiving huge deposits from officials of the late Canton anti-Bed regime, Communists continue in control of the city.
