HISTORICAL RETROSPECT
Mr. L. 0. M. Amery (Dominions Secretary), :tt Mr. Baldwin's request, detailed the steps since Mr. Dealcin's.proposal at the 1907 Conference, which eventually led to the creation of a separate Secretaryship o£ State for the Dominions. The full extent of the change was not yet realised, because, purely for the sake of convenience, the Dominions Office was still housed in the Colonial Office and tho two Secretaryships were vested in the same individual. The latter union was purely personal, not organic. There waa noth-
ing to preclude entirely separate Ministers for the Dominions and for the Colonies. Believing the conduct of interImperial affairs needed the fullest personal contact and understanding, he thought that all travelling for such meetings ought not to be left to the Dominion representatives, but that the Minister or Under-Secretary for the Dominions should 'between the Conferences visit the Dominions and discuss matters. Migration and settlement, for instance, could be handled best - on the spot.
