Tho "Morning Post," in an editorial, expresses tho opinion that it must necessarily command attention, but the paper considers the moment of publication , inopportune, coinciding with the Imperial Conference, which is about to discuss preference. The "Morning Post" adds: "We should have preferred to find the signatures of distinguished representatives of English finance and commerce attached to proposals for tho development of the Empire." Tho "Daily Telegraph's" city editor says: "If weight of opinion counts for anything, some practical result should ensue. Europe in her financial antagonism has overlooked the elementary truths of trade and exchange." The "Financial Times" and "News" both give general approval to tho free trado manifesto.
