The "Morning Post's" Biarritz correspondent reports that Captain A. Lowenstein will confer with the world's financiers at Barcelona on 9th or 10th September for the stabilisation of the Belgian and French francs. He confirms the offer of ten millions sterling to Belgium for two years, free of interest, and the same amount to France at 2 per cent., with an additional twenty millions later.
