WEAPON TO BE USED AGAIN
IF CIRCUMSTANCES WARRANT.

In his presidential address to the Trade Union Congress, Mr. A. Pugh claimed that there was every justification for the general strike—a weapon they would not hesitate to use again if circumstances warranted it.
