PETITIONS OF PEOPLES.

GENEVA, 3rd September

Sir Austin Chamberlain, speaking in the League Council, said that he was strongly opposed to the proposals that those Powers holding mandates from the League should be called upon to answer long, inquisitorial questionaircs, and that the mandated peoples should have the right to petition the Permanent Mandates Commission regarding their alleged grievances. He said they seemed to be reaching a point when the Government of a mandated territory would no longer be vested with the power" in which it received the mandate, but in the Mandates Commission. M. Briand (France), in support, said that there was a gre_. danger of abuse if the mandated peoples were givn unlimited permission to present oral petitions. Similar views were expressed by all the delegates of mandatory countries on the Council, including New Zealand. The report of the Commission was accordingly referred back for further consideration.
