TREATY PROPOSED
RUMANIA AND RUSSIA.

The Government has sent a Note to the Soviet proposing a ten years' nonaggression treaty, also the preaetYSMkOu of peace on the eastern frontiers. Russia so far has not replied, but Rumanian diplomats believe that she - will agree because the treaty doe* not entail Russia's acquiescence in Rumania'! annexation of Bessarabia.
