4 (By Telegraph.) (Special to "The Evening Post.") AUCKLAND, This Day. The system of rating on unimproved values is to continue at Northeote. The proposal to abolish the system with the .bject of .reverting to either the anil al value system or the levying of rates on capital value was defeated at i poll taken yesterday by 121 votes.
