Sir, —The rejection of tho Summer Time Bill by the Legislative Council after being twice approved by the House of Representatives tends to raise the question as to how long the Government intends to allow the present methods of appointing . members to the Council to continue. Although there is a measure on tho Statute Book providing for the electing of members of the Upper House on a system of proportional representation, this Act remains a dead letter bo far as tho present Eeform Government is concerned. Yet when the late. Mr. Massey was in Opposition this was one of tho main planks of the Opposition platform, and one that largely helped to return the Eeform Party to power. Surely it is time the pledge to reform tho Legislative Council was given effect to by the present Government, or will it be necessary for the electors of New Zealand to return tho present Opposition to power nest election in order to have the Upper House abolished altogether? —I am, etc.,
