MR. COATES CAUSES DISAPPOINTMENT
IN COMPLETING RECONSTRUCTION.
The second, but not the final instalment W Mr. Coates 's Cabinet adjustments, has not met with unqualified approval by tho Press, and some of tho strongest criticisms come from Reform - newspapers. Thero appears to be general regret that Mr. Coates has again postponed making a finalSelection of Ministers. The "Now Zealand Herald" re- v marks that "this piecemeal process may keep tho business of the country moving, but thero is certainly ground for asking whether more definite and resoluto handling of tho task of selection would not result in more efficiency and expedition in the conduct of public affairs." The Christchurch "Sun;" another Reform paper, is strongly . critical. It says that the latest reconstruction of tho Reform Mini istry does not promise any great ! .reform of administrative methods, • and that Mr. Coates has increased r his reputation for inscrutability.
