LONDON, 23rd January. Mr. Baldwin is vacating No. 10, Downing street, on Friday. Mr Ramsay Mac, donald goes in on Monday. To-day's chief business was the exchang^ of seals and the swearing-in of the new Ministers of the Privy Council which the Prince of Wales attended. He was introduced to the new Ministers. The first Cabinet meeting, followed. Besides Sir Sydney Olivier and Brigadier-General Thomson/ it is expected that Sir T. Arnold, wno was a pag . a to Queen Victoria, will be created a peer,
representing the Foreign Office in the House of Lords.
Mr. Arthur Henderson may contest South-east Leeds, which is likely to be vacant through the appointment of Captain James O'Grady as Ambassador to Russia.
South-east Leeds is considered a safe seat for Labour. The polling there in the present General Election- was: Captain J. O'Grady (Lab.), 12,210; Hon. W. T. Wh-Heley (Lib.), 7100.
