Interesting features of the forthcoming elections in Italy are that each party submits lists of the5 candidates to the whole country, which votes as a single constituency. , The party securing an absolute majority is entitled to fill two-thirds of the 535 (seats, the remaining 139 being divided among other parties on a proportional basis.
The Fascists are confident of an absolute majority, enabling Signor Mussolini to govern constitutionally, instead of dismissing Parliament and governing autocratically, as when he seized power in 1922.
The fascists have only 31 seats in the present Parliament, but reCeive the support of the. Nationalists and Liberals. " i • .
The Italian Electoral Reform Act of 1919, introduced the principle of proportional representation and scrutin de ]iste. The number of deputies, 535, is •one to every 71,000 of the population according to the 19ii census.
