CHANGED SCALE APPROVED

The comprehensive statement by the Minister of Education (the- Hon. C. J. Parr) published in ■" The Post " last evening iv reference to the regulations which had just been gazetted, providing for an amended scale of staffs and, salaries for assistant teachers iti public schools, reducing the number of grades, and 'making other alterations in the system, has naturally caused considerable comment in education circles. The main object of tile new scale, stated the Minister, is to remedy admitted serious shortcomings in the present scale, which have been the subject of complaint from the boards and committees. The secretary of the New Zealand Educational Institute (Mr. H. A. Parkinson), who may be taken to be familiar' with the general view of teachers in regard to, such matters, said to-day that he was not prepared to make any Very definite statement at the present moment, in view of the fact that the executive of the Educational Institute is to meet next week to consider the whole scale and the regulations pertaining ta it. He indicated, however, that the statement made by the Minister and published in last evening's " Post," was a very fair and accurate statement, and conveyed a. correct view of the bearings of the scale. The only fault he had to find with the Minister's statement Was his indication that tha Educational Institute had approved of the scheme. " What the institute has approved, of," remarked Mr. Parkinson, " was the original draft of the scheme, which differs in some important particulars from that which has Ijcen gazetted. There is no doubt that the introduction of the scale, though it is accompanied by spinel undesirable circumstances, will be very beneficial to the efficiency of the schools by reason of Ihc reduction in the number of changes in the staffs.".
