FATE OF MINISTRY IN BALANCE.

The fate of the Kiyoura Ministry hangs upon the decision, of the leaders of tho Seiyukai party taken yesterday, when it resolved to fight the Ministry to a finish, and launch! a motion of want of -confidence when the Diet resumes on 20th January. Viscount Takahashi, a former Premier, in announcing the decision, said that tho tendency to wipe out differences between the Throne and the Ministry meant dragging the Throne through the miro of politics with the possibility of a dangerous upheaval. ' ' ..'., ' .^The history of Western lands was full of instances of political movements degenerating into social agitation,' and thence leading to revolution. Japan had got no.further than political agitation, but danger existed, and would become worse unless the country was given political peace. He had resolved to resign from the peerage- and contest a seat in the Lower House in order to fight for constitutionalism. When the want-of-confidence motion was presented tho Premier will probably prorogue Parliament until after, the Royal wedding, then dissolve and appeal to the country.
Viscount Korekiyo TaEahashi, on the directorates of various Japanese banks, including the Bank of Japan, has been financial ftgent for raising loans in America and England. He wns Minister of 'Finance, in 1913-14, and again in' 1918, and Premier in 1921-22. He was created Viscount for his services during the European war.
