LABOUE AND OLD DIPLOMACY.

' The "Daily Telegraph's" -diplomatic correspondent, .prognosticating Labour's foreign policy, expresses the opinion that it wili rely extensively on publicity, Moreovoer, regarding Europe and pacification and reconstruction, Labour will not be content to criticise the proposals of other Governments,, but will itaelf frame a programme, go boldly to Allied Governments, particularly France/ and declaring that old controversies should be dropped, ask whole-hearted collaboration, intimating that should this be refused no complaint need afterwards , be made if collaboration is accepted from I other^.qn'arters. j Labour will endeavour to secure by | special delegations fuller information as tfj^the state of opinion in various countries than was obtainable through the \ old-time diplomatic channels. It is suggested, that such delegations, while seeking enlightenment may also convey enlightenment 'to the countries visited where the real facts of tho' European situation^have been obscured. Briefly, what is proposed .js the application of missionary methods, the eilect whereof it is difficult to predict.
