LABOUR COUNCILLORS' PROTEST.

Provision is made in the City Council's estimates for the year 1923-24 for increases in the salaries of officers amounting to £3217, in -which one hundred and twenty-five members of the staff will participate, and a strong protest was made by Councillors Chapman and ilonteith when the council resumed in opeu meeting . last night against the manner in which increases had boon allocated' Sixteen heads of departments will receive _ between them £1175 in annual additions to their salaries, an average of £73 per annum, and one hundred anj nine other staff members will receive between them £2042, i.e., an average- of £18 123 per annum. In some cases the increases are as low as £7, and som» members rare omitted from the- list ol officers to receive increments. The Labour councillors' protest was based on tb« principle that large increases in the salaries of heads of departments were not justified when the rates had to bo so heavily increased tc meet the new charges against the city's revenue, and Councillor llonteith moved and Councillor Chapman seconded: "That, seeing the council has made increases, in some cases of £150 per annum, no male member of the staff should receive less than £4 10s per week." Tho motion, however, failed, since its support was limited lo the- mover and secondor.
