TEHERAN. Bth July. Martial law has been proclaimed in Ispahan owing to the refusal of opium merchants to conform to, the Persian Government regulations ordering all dealings in the drug to be conducted under the supervision of the Excise officials. As a protest against the regulations, the merchants kept the bazaars closed for a fortnight, and business is at a standstill. A number of the leading protestors have been arrested.
