It is understood that the conversion of the Cabinet from a war to a peacs basis has involved considerable modifications in the methods of conducting business. Full meetings of Ministers will be rare. The War Cabinet Js practice of summoning only Ministers whose departments were directly interested in the questions under consideration will be continued by the inner Cabinet, thereby greatly expediting the business and avoiding merely academic discussions. Contrary to expectations there will be no reconstruction before the recess, apart from filling the ' vacant posts o! Agriculture and Paymaster-General.
