CITY COUNCIL'S POLICY

At tho Mayoral installation ceremony Mr. Luke outlined a progressive policy for tho City Council to follow—a policy which, it was quite ovident, would necessitate extensive borrowing. When asked to-day by a Post reporter whether any loan proposals would be placed before the electors at an early date, Mr. Luko stated that tho various Items ho had mentioned would be placed before the different committees, who would be asked to report on them. This was being done .already, and by (hat means it was hoped that every proposal would receive thorough consideration. Of course,. some of the proposals could not be proceeded with until tho City Engineer's return, for it ,was more than likely his observations would affect tho council's policy. For instance, it was an open question whether woodblocking or concrete should be resorted to in improving the streets, and it was wise that tho experiences of, tho large cities should bo taken into consideration Important matters connected .with tramway extensions, too, would have to wait until Mr, Morton's return. .. "However,'; said Mr.-Luke, "there are certain directions in which tho:council can movo at once. Together with the Housing Committee, lam paying, a visit of inspection to the council's Lyall Bay . property to-day, and the committee will then take the necessary preliminary steps in connection with the erection of. a number of houses. No doubt the council will bo prepared to make the necossary financial arrangements for tho. building -of houses without delay. Money must'also be raised for the completion of- the widening of Willis-street, tho reimbursement of tho District Fund moneys advanced in connection with the outlying districts drainage scheme and the Willis-street widening; also to provide for the further extension of drainage. During the war period the council was able to carry on without the necessity of raising loans, but now, with a. forward move in prospect, other financial arrangements must bo made."
