PROPOSAL FOE COMMONWEALTH BALLOT
SYDNEY APPROVES, QUEENSLAND
OPPOSES.

The committee has made final arrangements for a ballot of seamen throughout Australia, on the question: Shall the ships be manned forthwith? If so manned the whole dispute will be referred to. "the Arbitration Court. In view of this/the local ballot, which evoked a poor response, has been stopped. ' . (Received May 31, 11.30 a.m.) SYDNEY, This Day. Hie beamens Union in Sydney has' approved the prebiscite. The opinion is expressed that a ballot will result in an overwhelming majority 'in favour ,of the resumption of work. BRISBANE, This Day. The. Seamen's Union has refused to take ai plebiscite on the question of submitting the trouble to arbitration, and has declined to man the ships until the demands receive attention.
