L'Humanite publishes a letter in. which Mr. W. M. Bullitt announces his resignation "from the American delegation to the Peace Conference. He complains bitterly of President Wilson's acquiescence in the decisions regarding Rvissia, Shantung, the Tyrol, Thrace, Hungary, the Saar Valley, Danzig, and the abandonment of the freedom of the seas doctrine. •
