Senor Laecurain, Mexican Foreign Minister, telegraphs to the Mexican Embassy heie that President Madero holds the capital, and that the rebels merely captured the arsenal. Fighting is momentarily expected. MARTIAL LAW PROCLAIMED. DIAZ THE DICTATOR. MEXICO CITY, 11th Feb. The rebels have proclaimed martial law. Information as to the exact fate of President Madero and his supporters is not 'obtainable. General Felix Diaz, proclaimed Dictator," has " ordered that there shall be little figfiting, as he hopes to capture tho Maderoists alive. AMERICAN CRUISERS. WASHINGTON, 11th Feb. Two cruisers have been ordered to Mexican waters to protect Americans. PEACE NEGOTIATIONS. (Received February 12, 9.30 a.m.) MEXICO CITY, 11th February. President Madero has not fled. He is at the palace. It is reportedj though unofficially, that peace negotiations are proceeding between Madero and General Diaz.
