COMMISSION OF ENQUIRY. The secretary in Now Zealand for the Empire Trade Commission (Mr. Malcolm. Ross) has addressed the Wellington Chamber of Commerce on the subject of the evidence that may be brought before the Commission when it sits in the Dominion. • "It has been brought under my notice," he says, "that there is a piobablo curtailment of the benefit of the "referential tariff treatment given ab New Zealand to goods of 'British manufacture by reason of the port and origin of shipment being often undisclosed. For instance, it is said that Continental shipments are made to London in the first instance, then to the oversea Dominions, such goods being treated as* shipped fiom England, and thus getting preferential treatment to which they are not entitled. The order of reference of the Commission excludes the t-ariff issue, but this seems to be a matter not of tho desirability or otherwise of the establish-, ment of a preferential tariff, but of whether or not our people are to have the full benefit of existing preference. I shall be obliged if your Chamber can

give its views and any suggestions they may have to make on the subject, so that I may at least bring the matter under the notice of the Commission. "The question of preferential treatment by our own shipping companies may also be worthy 01 your .attention in connection with the memorandum you are submitting to the Commission. It is alleged that certain companies give a preference to Continental goods, as against British goods, and that their freight charges from Hamburg and Antwerp to New Zealand ports are in many instances much lower than from London to New Zealand. If this is the case it would have the effect of nullifying or minimising the advantages given to British .manufacturers under the existing preferential tariff." The President (Mr. A. E.
