Mr. Fuller, United States Consul to Peru, reports that conditions at Putumayo have greatly improved. The Peruvian Minister, Senof Pesfet, announces that his Government has decided to «c« tablish missions throughout the affected district and co-operate with the Roman Catholic hierarchy to improve the status of the aborigines. The Government is also erectihg wireless stations to keep in. touch with the PutUHi&yo country, and dlllprite wherever found will be prosecUtecL Mr. Fuller finde that a section of the chiefs employed by the Rubber Company is chiefly responsible for the atrocities. Several of the chiefs have admitted culpability. Indians have been bought and sold to settle ordinary debts, and a state of espionage prevails.
