COALWORKERS' WAGES
NEW SCHEME BY MINERS' ■ FEDERATION. By Telegraph.- Press Awocittion.— Copyright. LONDON, 7th February. The council of the Miners' Federation has drafted a scheme to establish one board to legulate the wages on all the coalfields of Britain, and the formation of a national wages agreement, based on 'the earning capacity of the collieries. The scheme involves an enquiry by tho workmen into the profits of the companies; into the cost of production, the selling price, and the volume of trade; and also into the cost of living to the workman. A sufficient minimum wage to meet the necessities of the workman and his family will be a first charge upon the industry. It is understood that the next step will be to Take the miners' view of the scheme. Tho council will come to a decision when the majority of the existing agreements expire.
