HONOURABLE SETTLEMENT WILL BE ACHIEVED. By Telegraph. -Press Association.- Copyright (Received February 6, 11 a.m.) NEW YORK, Sth February. Mr. Alfred Mitchell-Innes, Councillor of the British Embassy at Washington, in a statement regarding the Pahama Canal tolls, says that certain membets of the British Government believed that America never intended to violate the Canal Treaty. He was sure an honourable settlement would, be achieved.
