THE PHTHISIS BILL. QUESTION OF COMPENSxiTION. By Telegraph.— Press Association.— Copyright. (Received April 24, 9 a.m.) CAPETOWN", 23rd April. The Bill pioviding for the compensation of miners suffei-mg from miners' phthisis, which was read a second time in the Union Assembly, has been withdrawn. General Smuts (Minister for the Interior) will introduce a short Bill levying £25,000 on mine-owners, the Government subsidising similarly, to provide provisional compensation. Under the Bill the Government will have power to medically examine miners in a confidential way and ascertain liability, pending a permanent Bill being introduced in 1912. Labour members vehemently protest against the meature.
