IN offering my services as a Councillor at the forthcoming Election on 26th April, I desire to say that, should I bo successful, I shall always endeavour to treat every s-ection of tho community equal consideration and justice. I shall always bo found supporting a policy of progress, exorcising, of course, due care ,and,..cautio!i. , , ' AltfroiiglT a ' N Candidate for ' Councillorshin is not called upon to outline a policy, it is, I think, necessary to indicate tilie lines upon which I am prepared to work. I therefore submit the following brief summary for the favourable consideration of the electors: — • '• MUNICIPAL MARKETS. I am not opposed to Municipal Markets, but 1 must be satisfied beyond any shadow of doubt that their establishment will not occasion a loss, and prove »«n ullimato drain upon tho ratepayer. MILK SUPPLY. Tins is very important to the people as a whole, and the question should receive immediate attention. It is, however, rather more than a local matter, as a receiving depot in Wel- • lington will not satisfactorily deal with tho Milk Supply. The conditions surrounding tho source of supply require attention first; the Council having no power* to deal with suppliers afc their farms, I think tho Health Department should co-oporato and see that proper sanitary and other necessary conditions aro complied with. This is an important point, and should be considered before wo spond any money on ttie erection of a central depot. STREET CLEANING. The present unsatisfactory methods now adopted in cleaning the streets should afc once bo altered. I would theroforo favour the cleaning- being done during night time. If this, suggestion was adopted, tho men would work to greater advantage, and people on their way to different pursuits in tho mornings would not be forced to swallow so many disease germs as they do at present. RATES. I would opposo any increaso in our rates, and any further borrowing for other than reproductive works. The money — for works o£ a progressive character that may be necessary — ought to be provided for by the conversion of our present, loans, always supposing that there was no increaso iv our pre&ent rates; but, should it bo consistent with good government, . I would support a reduction, ho y. over small. TRAMWAYS. Tho affairs in connection with oui tramways aro by no means f-ptisfac-tory. In othor largo centres of the Dominion the tramways yield a handfcomo profit, \vliproas our tramways aro not s-howhig sufficient margin ■ evmi to provido for an adequate sinking fund. Tim state of affairs must be altered, and without further delay. ELECTRIC LIGHTING- AND HEATING. It is somewhat difficult to know what tho position really is; but, judging by recent price quoted to the Hospital Board by tho Council, it »s obvious that a much higher price is being charged tho consumers than is necessary, and tho profits that should therefore be shown aro not being made Quito appaienfc, or else a large loss will be the outcome of tho contract with tho hospital, which tho olectrio light consumers will have to meet. I would urgo that a careful investigation be made, and tho true position ascertained. - TOWN PLANNING. This matter should bo taken in hand as early as possible. It is, however, altogether beyond the means of the Council, notwithstanding that it is becoming a prominent, question. It will require to be dealt with jointly with the Government, and Parliament, should bo urged to set aside sufficient endowments to provide the interest on tho money necessary to carry out such an important undertaking as a proper system of town planning. The sooner this matter is taken iv hand the better, and the cheaper it will be for tho communit3 .
